For me, it doesn't make any difference because even refactor is a kind
task (not scheduled one) so putting another label doesn't make sense
to me.
Based on our discussion, I would like to concude here that proposed label
"kind/refactor" is almost similar to "kind/task" and we can use latter
one
for the propsed label.
